Division of Telecommunications Mission Statement

The mission is to provide instruction for skills in Broadcasting, Business of Music, Computer Animation, Digital Media Studies, Film, Fine Art Photography, Graphic Design, Media for the Ministry, Photography, Radio, Sound Recording Technology, and Television Production. The mission is accomplished through assessing, planning, implementing, evaluating, supervising, synthesizing, and communicating in areas of telecommunications.

Objectives of the Division of Telecommunications:

  • To provide an effective program that enables students to acquire basic skills in all aspects of Broadcasting, Business of Music, Computer Animation, Digital Media Studies, Film, Fine Art Photography, Graphic Design, Media for the Ministry, Photography, Radio, Sound Recording Technology, and Television Production.
  • To offer a comprehensive analysis of oral communication for a variety of performance situations.
  • To improve the opportunity for students to earn academic college credits for transfer to four-year institutions.
  • To offer associate degree programs, academic certificate programs, technical competency areas, and specialized career training.

General Division Information

The Division of Telecommunications, located in Building D, provides hands-on education for students and schedules live, satellite and taped television programming for its own cable channel, Public, Education, and Government (PEG) on the local cable system. The division has the capability of bringing Bossier City Council meetings live from the council chambers via cable t-loop. Live broadcasts from the College's Gymnasium and Theatre are carried over single-mode fiber optics. Other remote television broadcasts originate from its mobile production van. The Electronic Field Production (EFP/ENG) van is used for classroom instruction as well as for studio production and is fully equipped with a microwave transmitter and supporting equipment. Students also utilize a television production lab classroom for training and program origination coupled with the use of a full production television studio. All remote sites and lab are networked to the Telecommunications Master Control Center.

As part of its agreement with the city of Bossier City, SuddenLink Communications of Bossier City has set aside cable channel twelve (12) as the Public, Education, and Government (PEG) access channel. With mutual consent of SuddenLink of Bossier City and Bossier Parish Community College, the Division of Telecommunications conducts the day-to-day operation and management of the PEG channel.

In order to serve the needs of the viewing public, the following guidelines and criteria have been established:

  1. All programming must fall into one of the three categories as addressed in the city charter (public, education, or government in nature).
  2. Programming will meet guidelines in decency and decorum.
  3. Only non-commercial, not-for-profit programs will be cablecast.
  4. The Division of Telecommunications reserves the right to refuse any programming that may be controversial or inflammatory in nature or does not meet the criteria as stated above.
  5. SuddenLink of Bossier City is ultimately responsible to the Federal Communications Commission (FCC) for the content of the channel.

City council meetings, political forums, talk shows, news shows, children's homework shows, and programs of interest to senior citizens and the retired military community are part of the programming on the PEG channel.

Program Entrance Requirements

For the Technical Competency Area:
Students entering the program are required to have a high school diploma or an equivalent certificate, such as the GED.

For the Certificate of Technical Studies:
Students entering the program are required to have a high school diploma or an equivalent certificate, such as the GED. Placement of participants is the various levels of the program, including advanced placement, will be determined by the ACT scores and examinations administered by BPCC. Certificate students must test out of READ 099, into ENGL 101, and into MATH 099 as documented by ACT, placement test, or course completion.

For the Associate of Applied Science:
Students entering the program are required to have a high school diploma or an equivalent certificate, such as the GED. Placement of participants in the various levels of the program, including advanced placement, will be determined by the ACT scores and examinations administered by BPCC.
